It's "Raptor" 
I tried to make Deinonychus, but because it's from memory proportions might be wrong 
Always when I was playing fan made Pokemon games, I wanted to try do some pixel art-I think I have enough patience for it
I know that for those who make pixel art it's nothing, but for me it's little succes!
Also, could you tell me(if you can of course) what program should I use? I made it in Paint, program old as dinosaurs

It's extremely good for your first piece, but a few things that popped to me were the dithering, dithering is used to make new shades, you seem to have dithered over the midle shade completely, making the shade darker than is good for it. If you were to fix that on this piece you'd probably want to remove the middle shade completely and fill the whole middle shaded area with just dithering. The only other thing to really get you going would be to use a neutral coloured background, using white or black as a background make the colours seem darker or lighter than they actually are, a natural, low saturation sky colour works perfectly.
I back Jeungwi on the program to use, unless you're using the older version of paint, but some people have got used to this older version. I mainly use paint because it opens files so fast, same as notepad.
