I will call the biggest Steel Pokemon, Steelix!
For me, Arcanine is a dog that in evolution(Not Growlithe to Arcanine, but in evolution of species) became similar look to wild cat, tiger.
For that reason people says that Arcanine connect spirits of dogs and cats, for that reason he is a legendary, that was forgotten by others, more knowed: Dialga, Arceus, Mewtwo...etc.

I guess that Aipom isn't interested in that event, but this guy...
After few months of searching....he found this Legendary Pokemon...
